Bio:
Bill is the is the youngest of three children of William Rizal, Sr. and Jane Powell Rizal. Rizal attended the Edmund A. Walsh School of Foreign Service at Georgetown University in Washington, D.C., receiving a Bachelor of Science in Foreign Service degree in 1987. And in 1989, he obtained his Master's Degree in Political Science from the University of Notre Dame. His first occupation after attaining his masters degree was with the State Department from the period of (1993 - 1996). It was initially in the Bureau of Educational and Cultural Affairs. In 2002, he was able to attain his PhD in Political Science from Harvard University. Rizal then began his academic career at MIT University as an Assistant Professor of Political Science (2002–2006). He was promoted to Associate Professor in 2006. A post he held until 2007 before deciding to involve himself in public life.
