Senator LILLIDGE, for himself, and others (Senators BOYD, STRUNK, and BURTON) introduces
A BILL
Creating two new divisions for the United States Army.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
Section 1. Short Title.
This Act may be cited as the ‘Army Improvement Act.’
Section 2. Findings.
WHEREAS The United States Army has 10 active and 8 reserve
divisions.
WHEREAS Since the mid-1990s, the Army has been increasingly
called upon to keep combat brigades deployed overseas
for commitments that have included operations in
Bosnia, Kosovo, Kuwait, Afghanistan, Iraq, and Venezuala.
WHEREAS To keep forces deployed overseas while preserving
high levels of training and readiness, the Army rotates units through
those operations. Thus, the more commitments the service
has, the more often any unit (and any soldier) can
expect to be deployed.
Section 3. Creating A Heavy Mechanized Infantry Division.
A. The Secretary of Defense and the United States Army is given the
authority to create one new heavy mechanized infantry division for
the regular Army to include:
(1) Combat forces
(2) All support units including but not limited to artillery brigades,
corps support groups, engineer battalions, and truck companies.
B. These forces should number 50,000 new Army personnel and new
equipment needed to perform operational functions.
C. The Secretary of Defense and the United States Army has 5 years to
create and activate this division from the date this act becomes law.
Section 4. Creating A New Division Equipped with Stryker Medium Armored Vehicles.
A. The Secretary of Defense and the United States Army Reserve is given the
authority to create one new division equipped with Stryker medium armored vehicles
for the United States Army Reserve to include:
(1) Combat forces
(2) All support units including but not limited to artillery brigades,
corps support groups, engineer battalions, and truck companies.
B. These forces should number 30,000 new Army Reserve personnel and new
equipment needed to perform operational functions.
C. The Secretary of Defense and the United States Army has 5 years to
create and activate this division from the date this act becomes law.
Section 5. Appropriations for creating both divisions.
Year 1. $5,700,000
Year 2. $12,900,000
Year 3. $15,200,000
Year 4. $12,900,000
Year 5. $7,800,000
Any funds not needed in the implementation of these divisions would be allocated to the maintenance and upkeep of the two divisions described.
PES: Our armed services are over extended. This will create 2 new combat divisions for the Army. The bill provides $54,500,000 to purchase the needed equipment and recruit new soldiers.
