Bill Kappel was born in Morgantown, West Virginia to Edward, a steelmill worker who latter became a USW bussiness agent, and Judy Kappel in 1955. Dispite their blue-collar backgroud, his partents stressed education very heavily when he was growing up. It payed off, as he excelled in school, and recieved a full scholarship to West Virginia University. He graduated with a B.A. in Political Science in 1977, and was accepted to the Vanderbilt University School of Law. After his gradution in 1980 he served in the Airforce's JAG corps, to pay down his loans. In 1985 he left the Airforce with the rank of Captain. After his decomission he opened a law firm with two of his friends from WVU specializing in labor law. He made his name with a series of landmark cases about mine saftey standards streaching from 1989-1992.
In '92, he waded into politics, running the U.S. Congressional race for West Virginia's 1st . After besting three other democrats in the primaries, he handly beat his Republican challenger.
Durring his time in Congress, he was closely affiliated with the conservative wing of the Democratic party, taking a more socially conservative line than most, while holding to traditional populist economics.
In 2004, after 6 terms in the House, he won the emergancy election to replace Robert Byrd, then America's longest serving active Senator, after the latter had to step down due to medical issues.
Politics: Senator Kappel is closely affiliated with "Blue Dog" caucas of the Democratic party, taking a strong stance against free trade, gun control, and guest worker programs (All of which are unpopular with his constituants), while strongly supporting Unions, higher wages, and various social programs.
