IN THE SENATE OF THE UNITED STATES,
Mr. BREDESEN, for himself, offer:
A BILL
To create a wiki network for the United States intelligence community.
SECTION 1. SHORT TITLE.
This act shall be known and cited as the "Intelligence Wiki Act."
SECTION 2. FINDINGS.
The Congress finds that -
(1) Collaboration between intelligence agencies is vital for maximizing efficiency and protecting American national security.
(2) Wiki software has been applied in forms to allow many different people to collaborate on a project and easily keep track of total knowledge.
(3) Many corporations have begun to use internal wiki software to quickly disseminate information and promote collaboration.
(4) The use of wiki technology in the U.S. intelligence community would help to promote rapid spread of information, increased sharing, and greater collaboration.
SECTION 3. INTELLIGENCE WIKI PROJECT
(a) There is hereby created an "Intelligence Wiki Project," which shall be overseen by the Director of National Intelligence, and shall be a part of the National Intelligence Program.
(1) The purpose of the Intelligence Wiki Project shall be the establishment of a secure wiki for use by the United States Intelligence Community to collaborate efforts by allowing members of every agency within the United States Intelligence Community to update pages of said wiki with information as it becomes available.
(2) The Director of the Intelligence Wiki Project shall be appropriated $20,000,000 for operations in 2010 and $10,000,000 for operations in every following year.
(3) Every member of every agency within the United States Intelligence Community shall have the ability to access the wiki, however, the wiki shall be designed in such a manner as to ensure that persons without proper clearance do not see classified material.
(b) There is hereby established a Director of the Intelligence Wiki Project, who shall be appointed by the President, and shall report to the Director of National Intelligence.
(1) The Director of the Intelligence Wiki Project shall oversee the Intelligence Wiki Project.
(2) The Director of the Intelligence Wiki Project shall be responsible for ensuring the smooth operation of the Wiki Project as well as the security of the wiki project.
(3) The Director of the Intelligence Wiki Project shall have the authority to use the funds appropriated to the project, to deny a person or agency access to the wiki, to take administrative action against any person misusing the wiki, and to authorize the shutdown of the wiki for maintenance or security purposes.
(3) The Director of National Intelligence shall have the authority to overrule the Director of the Intelligence Wiki Project on the matter of deciding access to the wiki.
(4) No person shall become Director of the Intelligence Wiki Project without attaining Yankee White level clearance.
SECTION 4. ENACTMENT.
This bill shall go into effect immediately upon passage.

This bill establishes an Intelligence Wiki Project designed to facilitate coordination within the United States Intelligence Community.
